The soldier was killed near the Cite Soleil slum, an area of the city where UN troops have clashed with gangs. The Philippine Department of Foreign Affairs described the death as a "great loss", but said it would not withdraw its peacekeeping contingent. The UN delegation is assessing the security situation in Haiti ahead of elections later this year. According to UN officials, the peacekeeper was killed as UN troops prepared to set up a checkpoint at the entrance to City Soleil, in an effort to control the movements of gang members. He is the third soldier to be killed since the UN mission in Haiti began a year ago. According to General Augusto Helenoribeiro, the Brazilian commander of the UN forces, the soldiers came under heavy gunfire, and they shot back. In a meeting with the visiting UN mission on Thursday, interim Prime Minister Gerard Latortue asked council members for more international help in disarming the militant groups. Options said be under consideration by the Security Council delegation include plans to expand the peacekeeping operation to include more police and international observers for the elections. It has recommended that the mandate for its 6,700-strong peacekeeping mission be extended when it expires in June.
