Former Georgian official believes 1993 killing of CIA officer was
terror attack 

The former head of Georgia's security service said last week that he
believes the 1993 murder of a CIA officer in Georgia was a terrorist
attack. 

Irakli Batiashvili told investigators in Tbilisi that the murder of
Fred Woodruff was not a random attack by a disgruntled Georgian
soldier, as an investigation at the time determined. 

"We suspected that this was a premeditated murder, not a crime that
was perpetrated accidentally by some person like Sharmaidze," he said.
"We suspected that this was a terrorist act that served some political
goals." Sharmaidze was convicted of the shooting. 

Batiashvili said Woodruff was killed shortly before then-CIA Director
R. James Woolsey was to arrive in Georgia. 

"That visit was to all intents and purposes thwarted,"Batiashvili said
in an interview with the Tbilisi newspaper Rezonansi. "We met him
[Woolsey?] at the airport, [Eduard] Shevardnadze and I, but he did not
stay. We talked for one hour, he took Woodruff's body and went back.
It seemed that he was certain that this was a premeditated murder that
was committed for some political motive."
