Suspicious. Halt the probe? Why? What are the results of the investigation?
-Bruce (6/1/2005): June 1, 2005 Swiss Halt Probe of Muslim - Run Firm By THE ASSOCIATED PRESS Filed at 9:49 a.m. ET BERN, Switzerland (AP) -- Swiss authorities have halted a 3 1/2-year investigation into a now-defunct Muslim-run financial firm that the United States suspected was helping fund the al-Qaida terror network, the Federal Prosecutor's Office said Wednesday. Authorities did not provide details on why the investigation into Al-Taqwa Management Organization, which was renamed Nada Management Organization, was stopped. The United States accused the firm of helping fund Osama bin Laden's terror network. The company has been under investigation since shortly after the Sept. 11 attacks in the United States. The decision was announced after the Swiss Federal Criminal Court ruled last month that the prosecutor's office must either bring charges or end its investigation. Company officials repeatedly denied having links to terrorism and accused Swiss authorities of taking part in a U.S.-led anti-Muslim campaign. The company, which operated on Islamic principles, was based in the southern Italian-speaking state of Ticino until being liquidated in December 2001. Al-Taqwa organization was founded in 1988 by its Egyptian-born managing director, Youssef M. Nada, and his Syrian-born associate, Ali Himmat. Swiss authorities blocked the accounts of the company and the personal accounts of board members, while neighboring Liechtenstein froze the accounts of an affiliate firm, the fiduciary company Asat Trust. But the prosecutor's office never filed charges or made arrests. "Fair Use" legally eliminates the need to obtain permission or pay royalties for the use of previously copyrighted materials if the purposes of display include "criticism, comment, news reporting, teaching, scholarship, and research." Section 107 establishes four criteria for determining whether the use of a work in any particular case qualifies as a "fair use". A work used does not necessarily have to satisfy all four criteria to qualify as an instance of "fair use". Rather, "fair use" is determined by the overall extent to which the cited work does or does not substantially satisfy the criteria in their totality.
