Hamas' political rise The increasing presence of Hamas on the Palestinian political stage is presenting a serious challenge for Israel and the international community, not least of which is whether Hamas should be officially recognised as a legitimate representative of a significant portion of the Palestinian electorate. Member states of the European Union (EU) may also be forced to revise their official designation of Hamas as a terrorist group. It was only in 2004 that Brussels proscribed the entire Hamas movement - it had previously only proscribed its military wing, the Izzedine al-Qassam Brigades. The question of how far Hamas wants to transform itself remains unclear. Hasan Yousef, the movement's senior leader in the West Bank recently told TSM: "As long as there is an occupation, Hamas will not transform into a political party and the possibility of resistance will remain as long as the problems of the occupation exist. " A US diplomat in Tel Aviv told TSM that the US's has set out a number of conditions which Hamas must meet if it is to be dropped from the list of terrorist organizations but added that even if Israel removes Hamas from its list of terrorist groups, the Bush administration may still have its own reasons to consider Hamas a terrorist movement. A key test as to how far Hamas is being perceived to have orientated towards politics and away from violence is Israel's attitude to the movement. An Israeli defence source close to Shaul Mofaz, Israeli Defence Minister, told TSM: "As long as Hamas sticks by the same extremist thoughts and attitudes regarding the removal of Israel, and continues the terrorism and the activities of its Izzedine Al-Qassam Brigades, there will be no change in the Israeli attitude toward the organisation."
