High-level U.S. team holds security talks with Algerians 

CAIRO — A U.S. delegation has concluded talks in the Algerian capital
of Algiers to increase security cooperation between the two countries. 
[Over the same weekend, Algeria reported capturing 13 Islamic
insurgents. Security sources said one of the detainees was a commander
of the Salafist Brigade for Combat and Call.] 

Algerian diplomatic sources said the cooperation could pave the way
for expanded intelligence exchange, joint exercises and U.S. weapons
sales to the North African state. 
The sources said Algeria has relayed intelligence to the United States
on Al Qaida and aligned groups, particularly the Salafist Brigade. The
brigade is considered the Al Qaida's leading subcontractor and
operates in North Africa and Europe. 

The 19-member U.S. delegation met with senior Algerian officials.
Diplomatic sources said the delegation included officials from the
White House, Congress and the intelligence community. It was led by
Rep. Peter Hoekstra, chairman of the House Select Intelligence Committee. 
"The leading issue is to formalize Algeria's cooperation with the
United States in the global war against terrorism," a diplomat said. 
The U.S. delegation also included members of the CIA. They said
Algerian-U.S. security and military cooperation increased
significantly since 2003. 
The United States has sold a range of non-lethal military equipment to
Algeria. The Bush administration also intends to approve the export of
lethal systems to Algeria's military and security forces over the next
year. 
In 2006, Algeria and the United States plan to sign a science and
technology cooperation accord. The sources said this would facilitate
the U.S. transfer of military and security technology to Algeria.
