Offices hit have ties to Defense Department

Federal agents conducted a search Wednesday at the Lewiston offices of a
Toronto-based defense contractor that has dealings with the American
military, authorities confirmed. 

The nature of the investigation at Ensil International was not disclosed,
but sources from two police agencies said it could involve issues of
national security. 

A team of agents from the FBI, Immigration and Customs Enforcement and the
Department of Defense Criminal Investigation Service conducted a
court-authorized search at the company's Cayuga Street offices Wednesday
morning. 

Farsad Kiani, an Iranian-born businessman from Toronto, is president of
Ensil. He could not be reached to comment at his Toronto office. Inquiries
were referred to Louis Koikas, who identified himself as an office manager
for the high-technology company. 

"I have no idea. We don't know what's going on," said Koikas when asked
about the search in Lewiston. "There's no comment I can make, whatsoever." 

The company may have more to say at a later date, Koikas said. 

Federal agents also declined to comment, as did U.S. Attorney Terrance P.
Flynn. 

"I cannot confirm or deny the existence of an investigation," Flynn said. 

According to the company Web site, Ensil is "North America's largest
multidiscipline printed circuit board repair organization serving the
defense, aerospace, medical, telecommunications, mainframe and
industrial/robotics industries." 

Last October, the company announced it had been awarded a $128,692 contract
to repair radio frequency amplifiers for the Air Force. In 1999, it
announced it had an $8 million Defense Department contract to repair and
maintain electronic warfare, communications and navigation systems for the
military. 

In April 1999, Kiani said Ensil had considered building a $6 million
electronics plant in Niagara County that would have employed 120
technicians, but was hampered by a lack of cooperation from local
government. He said they decided to build in Florida instead. 

In March 1998, Kiani complained to The Buffalo News that James Galie, then
the mayor of Niagara Falls, had conducted an "unlawful criminal
investigation" into his background, involving police and either the FBI or
Central Intelligence Agency. Galie defended his actions, saying he needed to
check out something that had come to his attention. 

Authorities said Wednesday's search in Lewiston had no connection to the
terrorism probe that resulted in 17 arrests in Toronto over the weekend.
