Report: British security lacks resources Oct. 22, 2006 at 8:00PM A lack of resources is hampering the British security service, which is trying to restrict the movement of suspected terrorists, a report says. MI5 must produce information to justify control orders, and the demands imposed by that requirement are undermining terror investigations, The Sunday Telegraph said. Control orders are used to limit movements of suspect who can't be charged with terrorist offenses. Currently 15 control orders are in effect, even though more than 1,200 people are identified as being involved in terrorist activity, the Telegraph said. The situation has led for calls to use "intercept evidence" obtained from wire tapes and e-mails in court, the Telegraph said. Current law does not permit this intelligence to be used to charge suspects, the newspaper said, and the police and special service personnel can only monitor movements of potential terrorists through control orders. The process for getting a control order request before a special advocate -- independent lawyers appointed to assess whether the order could be issued -- is time-consuming, the Telegraph said. One special advocate said the process could be easier if the government allowed intercept evidence to be used in court, the Telegraph said.
