TSA Security Notebook Left In Passengers Luggage


Traveler Found It After Flight From Kona

HONOLULU -- A Transportation Security Administration employee mistakenly
left a notebook with sensitive security information in a checked piece of
luggage at Kona International Airport, KITV has learned. 

The notebook full of records from an explosive detection machine in Kona
ended up in a passenger's duffle bag on Oahu. 

TSA is investigating the mishap. 

"I went into my bag this morning, opened it up, just like this, and I found
a three-ring binder that I did not recognize," traveler Joe Langer said. 

Langer showed KITV the binder, labeled "Explosive Trace Detection" that he
found in his bag. 

"It just took me by surprise, right away, and I read 'TSA' on there and
'sensitive security information for official use only,' and I knew it didn't
belong in my bag," he said. 

Langer left Kona International Airport at mid-afternoon on Tuesday for a
flight home on Hawaiian Airlines to Oahu after a business trip to help
assess damage from the earthquake. 

The notebook contained calibration records from a machine in Kona. It's the
type of machine TSA screeners use to search luggage for explosives and other
prohibited material. 

"It makes me think, 'Hey, what kind of people do we have working at TSA?'
Where they just accidentally leave this in a bag?" Langer said. 

The book is a "... sensitive document that requires special handling..." TSA
spokesman Nico Melendez told KITV. "... We are looking into the facts of how
this fumble occurred." 

"It doesn't make me feel good. It doesn't give me a warm fuzzy, if they
can't even keep track of this stuff," Langer said. 

Inside the notebook KITV found testing results from last month and part of
this month from the screening machine that checks for TNT and other
compounds. 

"While the misplacement of the book is a serious issue, its loss does not
create a security vulnerability," Melendez said. 

Langer spent 23 years in the Navy. 

"Military background tells me when you have stuff like this, it's supposed
to be safeguarded, and it's locked up when it's not in use," he said. 

Langer returned the notebook to Honolulu's TSA office shortly after speaking
to KITV.
