PSO seeks govt approval for exporting jet fuel to Afghanistan

ISLAMABAD: The PSO has sought the government approval for exporting jet 
fuels to Afghanistan. The company is also seeking rebate on such exports 
to neighbouring country in future, sources told Daily Times on Saturday.

The PSO, which claims to be the largest Oil Marketing Company (OMC) of 
the country, has sought clearance to the move, which will enable the 
country to provide JP4 and other jet fuels, as the consumption of jet 
fuel is expected to rise in Afghanistan and currently no other company 
in Pakistan is properly concentrating on the supply of this fuel.

According to the sources, the company has sent a formal proposal to the 
Ministry of Petroleum and Natural Resources, and Central Board of 
Revenue (CBR) and other concerned authorities for their consideration.

The PSO has expertise in handling the largest infrastructure of storage 
facilities in Pakistan and due to the emerging challenges in the market, 
the company needs to expand its network in Afghanistan.

The PSO must be allowed to operate in the war-torn and civil-strife 
stricken neighbouring country as the international community is likely 
to increase its presence in Afghanistan. The flights movements to and
 > from Afghanistan are also expected to increase in the coming days. The
Attock Refinery Limited (ARL) claims to be the pioneer in crude oil 
refining in the country with its operations dating back to the early 
nineteen hundreds. Backed by a rich experience of more than 80 years of 
successful operations, ARL's plants have been gradually 
upgraded/replaced with state-of-the-art hardware to remain competitive 
and meet new challenges and requirements.

Located at Rawalpindi, ARL's configuration/processing allows it to 
process the lightest to the heaviest (23-65 API) crude oils to produce a 
complete range of petroleum products from LPG to Asphalt including 
specialty products such as Jet Fuels (Jet A 1, JP-4, and JP-8) Cutback 
Asphalts, Polymer Modified Asphalt, Mineral Turpentine Oil, Solvent Oil, 
etc.

The government may not disagree with the proposal, according to the 
sources. However, the only thing is that Pakistan is an oil-importing 
country. Such a plan, if allowed, would increase the country's oil 
import bill. The government, they said, would also look into this aspect 
whether the rise in oil import would be beneficial by exporting these 
petroleum products to Afghanistan. The government would also look into 
the aspect whether the PSO, which is an oil-marketing company, will 
require making special import of crude oil in this regard.

The company, according to the sources, in its proposal is seeking 
permission for marketing the JP4 oil. The official, however, refused to 
give any detail as to why the company was planning to export only JP4.

The government has already allowed an American company to import 
petroleum products via Pakistan for exclusive use in Afghanistan and the 
company will primarily meet the energy requirements of International 
Security Assistance Force (ISAF).

The official said that the permission has been granted to the American 
company, as the demand for petroleum products was high presently in 
Afghanistan. Not only this, the government has also decided to grant a 
similar permission to another company that would also have the same 
facility. The two companies, which have been permitted afresh, will be 
entitled to have the facilities available to other companies trading 
under the Afghan Transit Trade Agreement (ATTA).
