Zapatero calls for a wide consensus against Terrorism

The Spanish Prime Minister, José Luis Rodríguez Zapatero, has called for a
‘grand consensus’ against ETA during his statement to congress on the
Government’s anti-terrorism policy today.

He admitted what he called his ‘clear mistake’ in being optimistic about the
ETA cease fire, and called for a new cross-party strategy against the Basque
terrorists. 

But Zapatero also said that during the peace process the main focus of the
anti-terrorist fight had remained in place. 

He said that ETA had made the worst possible decision which he also
described as ‘criminal, mistaken and useless’.

Zapatero called for an agreement with all the democratic parties and also to
include social and civic associations. He expressed his grief and solidarity
with the families of the victims, and thanked the rescue services for their
work after the blast. 

He also said the Madrid people showed themselves to be ‘exemplary and brave’
and showed the strength of a people ‘full of hope and of pain’.

However the leader of the Partido Popular opposition, Mariano Rajoy, has
refused to move from his firm demand that the Socialists return to
Antiterrorist Pact which was signed by the main parties in 2000. 

‘Supporting you’, said Rajoy, ‘would be a suicide in the fight against
terrorism. Do what you want, but don’t use me as your alibi’

When the Prime Minister was given the chance of replying to the PP leader,
he used it to complain of the total lack of support from the opposition in
the fight against terrorism. ‘The Spanish people’, he said, are waiting for
the one time, one single day, when they say they support the Government in
the fight against terrorism’.

It was the first time that any Prime Minister has given a statement to
Congress following a terrorist attack, but it appears not to have served to
bring the two main parties any closer at all.
