And in gloomy new figures on the violence, the report says attacks by insurgents and sectarian militias jumped 22 percent from mid-August to mid-November, and civilians suffered the bulk of casualties. The average number of attacks reported each week has jumped during that period from nearly 800 to almost 1000.
