Brussels-based International Council for Human Rights chief Majid Tramboo was roped in by the ISI for creating a lobby against the report -- "Kashmir: Present Situation and Future Prospects" -- prepared by Baronness Nicholson of the EU's Committee of Foreign Affairs, they said. The visit of a European Union team to India was seen as part of this campaign and Tramboo's hand was evident as no invitation was sent to JKLF leader Yasin Malik as he has been critical of Tramboo and other overseas separatist leaders. While there were reports suggesting that hundreds of amendments had been suggested to the "mere" 10-page report, the sources said ISI had roped in the Islamabad-based Institute of Strategic Studies (ISS) to prepare a draft and give directions to the Kashmiri separatists on the same lines. Indian diplomats in Europe pointed out that Pakistani embassies in major countries were lobbying to seek amendments to the report but New Delhi is banking on the first-hand observation of the EU team that was given unfettered access to all parts of militancy-hit Jammu and Kashmir. January 10 was the last day of submitting amendments to the EU report and the resolution is likely to be submitted in the European Parliament by the end of this month.
