Finance panel okays Islamic bank; Vote on pay hike put off to mid-Feb

KUWAIT (KUNA): The parliamentary committee for financial and economic 
affairs approved on Monday establishing Jaber Islamic Bank at a capital 
of 100 million Kuwaiti dinars and delayed voting on hiking payments of 
civil servants till middle of February. The chairman of the commission, 
MP Ahmad Baqer, said in a statement following a meeting of the committee 
that its members examined a bill stipulating establishment of the 
Islamic bank, adding that representatives of the Central Bank of Kuwait 
(CBK) pointed out that the bank’s capital should stand at KD 100 
million, with 24 percent for the government while the remaining shares 
should be floated at a public subscription.

The government has supplied the committee with statistical data with 
regard of the forecast financial costs, and pay raise for all segments 
of the civil servants, namely engineers, teachers and auditors. The 
Social Security Institution explained that the cost of lifting the 
ceiling of the retirement pension from KD 1,250 to KD 1,500 would amount 
to KD 2.8 billion. Baqer said the committee decided taking a decision on 
the pay raise at its scheduled meeting in the middle of February. On the 
stance of the government, he said that it rejected the proposed pay 
raise and expressed its view that improving living standards for the 
citizens could be accomplished through establishment of new 
government-run companies.

Meanwhile, the Cabinet expressed its approval to the recommendation of 
MP Jamal Al-Omar, who suggested the government own 60 percent shares of 
the third telecommunication company and offer them to citizens through 
public subscription, reports Al-Anba. Meanwhile, Minister of 
Communications Maasouma Al-Mubarak announced that she will introduce a 
proposal to increase the number of digits in landline and mobile 
telephone numbers from seven to eight digits to the Cabinet.

Sources say the Cabinet in its recent meeting approved a draft law 
related to public gatherings and parades. During the same meeting, it 
also approved a plan to allocate KD 100 million to establish an Islamic 
institution to finance and support small handicraft industries. The 
Cabinet expressed its displeasure over the poor performance of the 
Kuwaiti football team and asked the Minister of Social Affairs and Labor 
Sheikh Sabah Al-Khaled Al-Sabah to prepare a report over the matter.
