May 16 (Bloomberg) -- Germany's federal prosecutor has charged a man with
German and Moroccan citizenship with supporting the al-Qaeda terrorist
network.

The 37-year-old man, identified only as Redouane E. H., is suspected of
aiding al-Qaeda through money transfers to finance the recruiting and
training of ``divine fighters'' and illegally transporting people across
borders, the prosecutor said today in an e-mailed statement.

``He supported the terror activities of'' two al-Qaeda organizations ``by
transferring the money and breaching at the same time the embargo rules of
the United Nations Security Council as well as the European Union,'' the
prosecutor said.

Redouane E. H., who was arrested in Kiel, Germany, on July 6, is also
alleged to have had contact with Said Bahaji, a suspected organizer of the
Sept. 11, 2001, terrorist attacks and a member of the Hamburg terror group
headed by Mohamed Atta, one of the hijackers.

In addition, Redouane E. H. is alleged to have pledged allegiance to Taliban
leader Mullah Mohammad Omar, who is entitled to accept oaths for Osama bin
Laden, the prosecutor said. In the oath, Redouane E. H. said he would be
ready to provide fighters and finances for the ``community,'' the prosecutor
said.

"Fair Use" criteria established in Section 107 of the Copyright Act of 1976.
The principle of "Fair Use" was established as law by Section 107 of The
Copyright Act of 1976. "Fair Use" legally eliminates the need to obtain
permission or pay royalties for the use of previously copyrighted materials
if the purposes of display include "criticism, comment, news reporting,
teaching, scholarship, and research." Section 107 establishes four criteria
for determining whether the use of a work in any particular case qualifies
as a "fair use". A work used does not necessarily have to satisfy all four
criteria to qualify as an instance of "fair use". Rather, "fair use" is
determined by the overall extent to which the cited work does or does not
substantially satisfy the criteria in their totality. If you wish to use
copyrighted material for purposes of your own that go beyond 'fair use,' you
must obtain permission from the copyright owner. For more information go to:
