Officials calling for vigilance among residents regarding terrorists

ALBANY, N.Y. -- With the 9/11 anniversary approaching... A question:

"The question that has been on everyone's mind since that fateful day. Are
we safer? Have we been able to create the systems and put them up in place
so we can know what the threats are before they occur?" Michael Balboni, New
York State Deputy Secretary for Public Safety, asked.

And an answer, from those whose job it is to protect the state, and the
country, from another tragedy.

"Yes, we are safer than we were six years ago. Are we safe enough? No we're
not, we're not there yet," said Ambassador Thomas E. McNamara of the
Information Sharing Environment for the Office of the Director of National
Intelligence

In an effort to get there, Ambassador Thomas McNamara joined members of the
state offices of Homeland Security, Public Safety, Police and the FBI in a
closed door meeting about the need for departments to work together in the
fight against terrorism and the importance of the general public's role in
that fight.

"And many people have this misconception that if your not in New York City
you don't matter because you're not a target. Nothing could be further from
the truth," Balboni said.

Something learned in the years since 9/11. Although major cities are the
most likely targets, terrorists often make key preparations outside city
lines.

They will live outside the target area, cover themselves, have cells that
will support them all around the country and not come to the target until
the time comes to conduct the terrorist attack. So what can Albany do? Just
as was just said to you. Pay attention. Note that the homegrown terrorist is
at home," McNamara said.

Although there is no specific evidence that terror cells exist in upstate
New York, officials note they cannot outright say cells don't exist here.

The thousands of calls placed to the state's terrorism tips line since 2002
led to only a handful of non-terrorism related arrests. But officials say
what counts is that the call is made. 

"We're asking that everybody keep their eyes and ears open and to report any
suspicious activity," said New York State Office of Homeland Security
General F. David Sheppard.

It's a reminder that, over the years, officials have put in every corner of
the state. On mouse pads, on chip clips, even on ice scrapers. That number
again is (866) NYS SAFE.
