U.S. Treasury sanctions N. Korean bank tied to Iran arms shipments 

The Obama administration tightened economic sanctions against North Korea
last week issuing a new presidential order and identifying a bank linked to
arms shipments to Iran. 

The Treasury Department sanctioned the North Korean Bank of East Land, or
Dongbang Bank, based on intelligence reports that it was facilitating arms
trading with Iran. 

According to a Treasury statement, the bank helped with "weapons-related
transactions for, and [provided] other support to, designated arms
manufacturer and exporter Green Pine Associated Corporation." 

Treasury in 2010 named Green Pine a North Korean arms dealer that was linked
to Iran s intelligence entity called Reconnaissance General Bureau (RGB). 

"In 2007 and 2008, Bank of East Land facilitated transactions involving
Green Pine and designated Iranian financial institutions," the statement
said. 

The designation is largely symbolic but is aimed at preventing U.S. and
foreign companies from doing business with the bank, while freezing any
assets that might be held in U.S. financial institutions. 

Treasury has been in the lead in using financial controls against arms
proliferators, mainly by notifying international banks that they could be
blocked from doing business with U.S. financial institutions if they
facilitate illicit arms trading. The controls have proved to be a powerful
incentive for international lenders not to get caught doing business with
rogue state. 

Meanwhile, the White House released an executive order April 18 that
authorized blocking North Korean companies from doing business with U.S.
firms.
