Funding for radical Islamic drive in Spain tracked to Saudis, Gulf states 

LONDON - Persian Gulf and other Arab states have been identified as sources
of financing for a campaign to radicalize the 1.5 million Muslims in Spain,
a report said. 

Spain's intelligence community has drafted a report that cited the flow of
tens of millions of dollars to Al Qaida- and Muslim Brotherhood-aligned
organizations in the NATO member.

The money, also used for Muslim missionary work, was said to have been sent
from Kuwait, Libya, Morocco, Oman, Qatar, Saudi Arabia and the United Arab
Emirates. 

"The financing is having negative consequences for [multicultural]
coexistence in Spain, such as the emergence of parallel societies and
ghettos, Islamic courts and police that operate outside of Spanish
jurisprudence, removing girls from schools, forced marriages, etc.," the
report by Spain's National Intelligence Center said. 

The report, excerpts of which were published on July 31 by Spain's El Pais
daily, said Saudi Arabia marked the biggest financier of the Islamic
campaign. The campaign was said to have included the flooding of Spain's
mosque with anti-Western literature meant to radicalize the Muslim
community. 

"There is insufficient control of financial flows involving grants and aid
from other countries that are being funnelled to the Islamic community in
Spain," the report, dated May 16, said. 

"For the most part donors are using alternative channels to ensure that
their donations escape the control of the regular Spanish financial system.
Donors should be made fully aware of the risks associated with such
financing." 

This marked the first time Spain has identified financiers of Islamic
extremism. The report said Kuwait, through its Society for the Revival of
Islamic Heritage, has funded the construction of mosques that preach hatred
toward non-Muslims. RIHS has been identified by the United States as a
financier of Al Qaida. 

"In the medium term, the RIHS plans to open a delegation in Spain," the
report said. 

Qatar was said to have sent hundreds of thousands of euro through the
Islamic League for Dialogue and Coexistence in Spain. The intelligence
report said the league was linked to Syria's Muslim Brotherhood. 

The report said the Gulf Cooperation Council donors viewed Spain as the key
to Islam's domination of Europe. The Muslims conquered Spain for nearly 600
years from 711 to 1492. 

Officials confirmed the report and said the Madrid government has been
alarmed by the growth of the Salafist movement, promoted by Saudi Arabia and
similar in ideology to Al Qaida. Authorities have identified more than 100
Salafist mosques whose preachers encourage hatred of non-Muslims. In 2010,
Salafists held 10 conferences in Spain, a 10-fold increase from 2008. 

"The law and management of religious freedom of the Spanish people, whatever
their belief, must not be subject to any foreign country," a joint report by
Spain's Interior Ministry and Justice Ministry said in 2009.
