[oslc-cm] Changing of CM 2.0 namespace URI to be: http://open-services.net/ns/cm#

I wanted to communicate a change in the NS URI for CM 2.0

Here are some OSLC NS URIs used:
CM 2.0:    http://open-services.net/ns/cm#
CM 1.0:    http://open-services.net/xmlns/cm/1.0/
OSLC Core: http://open-services.net/ns/core# (note Core currently says 
http://open-services.net/ns/oslc#
