A couple of first thoughts for your theme (that I think also reflect some of
the other advice you have received here):

 

Focusing the theme on client/consumer/community needs and positive future
creation can really access the passion of this group and helps to draw in
specifics.

 

The concept of continuum of care, or wrap-around initiatives, can bring out
some of the real day-to-day frustrations and barriers to excellence that
providers experience (creating an impetus to explore "legitimate
interdependence" as Chris K. has coined.)  

 

One of the exercises that I often go through in thinking/feeling through a
theme, is to look for/ask about where the heart is?  Where is the heart of
this community?  Where is the heart of the service provision community?
Where are the connections/disconnections to the heart?  How can we grow the
heart?
