Just to reinforce Lisa. Aboriginal leadership through the Presbyterian Church in Taiwan has used OST with communities who were flooded out or to deal with damage from earthquakes. The Gov't wanted to relocate them and they wanted to self-organize their response and care. The events have had an important impact. My workshop there a couple of years ago was to help them further develop their capabilities in opening space.
I agree that people self-organize important responses to crises of all sorts and then some NGO's believe they have to save them rather than build on that organization.
