Based on the description in the Valve's handbook <https://steamcdn-a.akamaihd.net/apps/valve/Valve_NewEmployeeHandbook.pdf> from 2012, their way of working appears to be very similar to Open Space, although the handbook does not mention Open Space. The description begins on Chapter 2 of the handbook.
