Poutnik, in the U.S., it is illegal access.

Since highway=motor* is defined to be assumed foot=no, bicycle=no, and a whole bunch of 
*=no, even if not explicitly tagged such, I don't see why parking=no and therefore 
"end my route here" can't be included.


If by the ramp is meant highway=motorway_link, the car access is legal.
It is car routing, no pedestrian routing.

An end of the route does not mean
the car stops and people go out.

Otherwise there should be monitored
also all no car stop traffic signs,
where you cannot either par, either even stop.

IMHO, finding a parking spot
is not job for routing.
