What you want to do is make a GPX track. There are lots of Windows programs you can use (see wiki.openstreetmap.org/wiki/Software/Desktop for a list using OSM) but also lots of websites that offer a similar service (wiki.openstreetmap.org/wiki/Track_drawing_websites). Most of these programs and sites will let you enter coordinates for waypoints. If you want to add points in Osmand using coordinates, go to Map Markers, More, Coordinate input.
Then when you have made your GPX file, transfer it from your laptop to your device running Osmand. Normally, when you tap on the file, your phone will give you a choice of apps to open it with, choose Island and off you go.
