Thanks!  Did "access:disabled 
<https://wiki.openstreetmap.org/wiki/Key:access>=*" ever get beyond a 
proposed feature on OSM? Is there a way to tell how widely used the tag is? 
There's also "disabled=*" but its use is minimal.
