Yes, the solution is in that code: ready or not. One of the Devs is working on it. It is still work in progress, but based on the fact that he wants to integrate the changes from his branch into the main branch, seems to me that he is "almost there". Of course it needs testing. Note that every branch is a 100% copy of the main branch, so you could technically download his repository, build it and test it.
The fact that Victor does not have it merged yet, might mean that the plugin is not mature enough yet. Or maybe this plugin development is ready, but the main team might be doing some big restructuring of or change in the main branch, so this specific development (branch) has to wait for the main branch to be finished. The code of OsmAnd is huge and really complicated.
