As I understand it, Google/Android have created special rules for these
types of file and apps that use them. They haven't seen fit/ don't care
that they're breaking other workflows in the name of heightened security.
Osmand has to obey this to be listed in the play store. No, I can't
currently see any of my osmand data. I can't browse Android/data or
Android/obb, even with ghost commander.

Others have had success pointing Osmand to create it's directory within
Android/media, while others say they have performance issues with this
setup (to do with how the map data gets read).
