I'm a little fuzzy on things but I think this is a two-step process: OsmAndCreator, that converts osm format to osmand format, may need to be configured to translate/pass this tag. I believe part of the grand plan is to omit tags that won't be used, to reduce storage. a style is then needed to render the new tag I think translation is fairly easy: https://wiki.openstreetmap.org/wiki/OsmAndMapCreator https://osmand.net/docs/technical/map-creation/create-offline-maps-yourself/ but I'm not clear on where the sources are. I'm not sure where the config files used for the standard maps are, but they should be findable.
