I read it,I have comments.
It is better than 00,because the document includes description of R-bit.

I think maximum both metric and R-bit should be equivalence in today and future.
In order to avoid confusing for people,I recommend
-remove the sentence from abstract.
"However, OSPF does not specify a standard way to accomplish this."
-move R-bit to solution from Deployment Considerations
ex.)
3.  Proposed Solution
3-1.maximum metric
3-2.R-bit

What do you think of my recommendation?

Abstract:
   This memo describes a backward-compatible technique that may be used
   by OSPF (Open Shortest Path First) implementations to advertise
   unavailability to forward transit traffic or to lower the preference
