fyi: trying to set the weight to distance in foot.lua crashes
osrm-extract. i opened an issue at github.

car by distance works fine, as far as i tested it.

triggers setting the `rate` to 1, which means routing becomes distance

I believe the same applies to the foot profile, they share much of
the same Lua code.
