I also saw this on one of my agents on Server 2003 SP2 earlier today.
Happened about 3 hours after I first installed it. The service was
running. Restarting from services.msc brought the agent back online.
It's been about an hour since I restarted it, not yet sure how it'll
behave longer term.

I have a couple other Server 2003 SP2 boxes on this same OSSEC server
that have not displayed this.

If I can provide any useful information to help track this down,
please let me know what.
