have you installed/enabled SELinux? These are just some notes I've written while installing the WUI and by following them I've always got a working Wui installation (on CentOS/Red Hat 5 with SELinux in enforcing mode): http://personalpages.to.infn.it/~mazzone/doc/WebUI-install.txt Maybe it can help you.
