do you need this name="AGENT_NAME"? If you specify it that part of the config (the whole thing in your case) will only be pushed to the agent named AGENT_NAME. If you mean for all agents to use that, leave it to
<agent_config>only. Also, I think it takes a short while for the server to send the config after restart, how long exactly I don't know.
