Hi, I'm new in the group. Don't know if it is intended for users or
developers only. Anyway, if my word counts, I think the basic rules
must stay in the package, so it can work out-of-the-box, like Vic
said.

A rules repo is a great idea. It just must be seen like an add-on, not
a requirement.
