With regard to TCP + SSL conversion from UDP, if you could do the TCP conversion, you could use Stunnel to handle the SSL piece. Stunnel is open source. We use it in a number of applications with high connection rates and large amounts of data. It works very well. More info on Stunnel at https://www.stunnel.org/index.html
