"I have discussed the issue internally and you can treat Hyper-V 
environment as standalone windows environments and deploy SF by following 
https://docs.microsoft.com/en-us/azure/service-fabric/service-fabric-cluster-creation-for-windows-server
  

You won’t have LB and storage account though, but you can set SF cluster on 
standalone server.
