Is there a way to disable this (or change the %?)

I have a 144GB drive that is used only for rsync backups and backing
up some imap mail. having more than 10GB of space being 'reserved' for
root only is damn annoying. 10MB would be more appropriate.

FreeBSD 6.2-RELEASE
