Pretty sure they've already done that... from what I've heard, the real
numbers of unemployed are always significantly higher than what's reported,
because the reports don't cover "discouraged workers", the "underemployed"
(people who get 10 hours a week as a Walmart greeter when they were
assembling cars before), etc
