I'm surprised no one has weighed in the the issue. Under Obama the Secret Service is clearly following a more permissive policy than ever before. I recall that in the Ford administration my boss was detained and questioned for merely carrying a shotgun from his garage workshop to his house. A Presidential motorcade was due to pass beside his house but the route was not preanounced and he had no way of knowing that. In the Bush 43 administration a couple was famously detained for showing up at one of his rallies with homemade t-shirts showing a circle with a slash over the word "Bush". Now people show up at Obama events with hand guns and rifles and they are allowed to proceed on the grounds that they aren't breaking any laws. But that was never the standard.
