The NDVI is "hard-coded" in the OTB class that parses formulas :

I agree with you that it would be useful to define other functions and
to share them. For the moment, you would have to hack the code to add
your own functions.
There is no dedicated wiki page at the moment, but the idea is
interesting. If we modify the framework to allow users to easily define
their own functions, this page should be initiated.
