workaround in the bug report is

CFLAGS='-I/home/otbval/exp/otb/superbuild_install/include' gmake GEOTIFF
  
not using cmake c_flags won't work in your case.

this is to edit External_geotiff.cmake. but that is for a permanent fix not 
a workaround and is left out to otb devs.
