No it’s not the correct way to add those paths. It works, but you are still missing things in your environnement, like PATH and OTB_APPLICATION_PATH, which is why you get this other error.
I’m not a windows expert, but I think you might be able to source otbenv.bat from a script, then launch jupyter notbook.
