Successful completion of OpenConnector would allow any ISP to
offer this very same service to their users.  And at *a lot* cheaper
than $60/month/user I'm sure.

This is $60 per *year* per user. Being cheaper than that ($5/month) is probably only viable for very few ISP's with a LOT of customers.
