I wasn't able to find the referenced
otrl_message_symkey
function in the C library either. Has it been removed since 2008?
Is there any difference in the "extra" symmetric key compared to just
generating 256 random bits and sending it to the counterparty inside a TLV?

java-otr does not, though it would likely be straightforward to add.
I searched the code of both but didn't find it. Which Java
implementation is generally better maintained and recommended to be
used?
We haven't had a java-otr maintainer in a little while now. I'd be
happy to hear from a volunteer. ;-)
