The issue is that you don't want to send the notification if you don't know the buddy is online, since that will cause error dialogs to pop up on many IM networks. pidgin records the logged-in status for your buddies, so that's what we check. What happens with pidgin if you try to send a message to a not-logged-in person on IRC?
