This looks like there is no syslog to use. 

Use the OTRS file log instead.

Kernel/Config.pm
[...]
$Self->{LogModule} = 'Kernel::System::Log::File';
$Self->{'LogModule::LogFile'} = '/tmp/otrs.log';
[...]
