All available X-OTRS-Headers are described in -surprise-
doc/X-OTRS-Headers.txt. There's no setting for assigning an owner to a
ticket.

I don't believe so.

What you could do is use X-OTRS-Queue to let the mails flow into a
specific queue, say Userchange_temp. Then use GenericAgent to assign a
new owner and additionally move to the "right" queue. Well, there might
be a better solution, because this is somewhat clumsy, but it should do
it.

You could try playing with X-OTRS-TicketValue|Key(1|2), too.
