If your OTRS is working in ISO-8559-1, then not incoming utf-8 email will be converted by OTRS.


Otherway, if you use OTRS in utf-8 mode, the each incoming email (also ISO-8559-1 will be converted into utf-8).

IMO is utf-8 charset to use (if you database also supports utf-8).
