This is to avoid getting:
"This message was written in a character set other than your own.If it is not displayed correctly, click here to open it in a new window." at the top of every "external" message.
If your OTRS is working in ISO-8559-1, then not incoming utf-8 email will be converted by OTRS.
Otherway, if you use OTRS in utf-8 mode, the each incoming email (also ISO-8559-1 will be converted into utf-8).
IMO is utf-8 charset to use (if you database also supports utf-8).
