Can I reload OTRS 1.3.2 over the top of the old 1.3.2?
Yes.
I am concerned about he Database. Would it act like an upgrade?
No, but ..erm.. keep a backup at hands.
If you just want to get your source code in shape, use the tarball and unpack it, restart Apache and you're done.
