I started over from scratch, and was able to get the system working 100% now.
I think the problem may have been that the files were owned by apache:apache instead
Of otrs:apache as my Config.pm file was configured correctly.
I am however using Fedora Core 3 for future reference.

The homedirectory of OTRS should be defined in Kernel/Config.pm. Use the
foloowing parameter:
$Self->{Home} = '/opt/otrs/';
