Thanks for the answers, but when I go to Responses > empty answer > change, it is truly empty, will it use a hard-coded default unless there is something in
there?

You need to go to the admin area, then review your Salutation configuration. The empty answer is a combination of your 'systems standard salutation' which you can change from there, and your signature.
